Duties and Responsibilities
The United Nations Convention against Corruption (UNCAC) is the only legally binding anti-corruption instrument, which has reached near-universal adherence with 192 parties. The Convention plays a pivotal role in uniting countries against corruption and fostering effective international cooperation. Today, this landmark anti-corruption instrument enjoys near universal adherence. At the national level, the Convention has been instrumental in fostering numerous impactful anti-corruption reforms, prompting important changes to legislative and institutional frameworks while strengthening international cooperation in cross-border cases and asset recovery. The Convention also serves as a crucial tool driving the 2030 Agenda and the Sustainable Development Goals forward, addressing the pervasive effects of corruption on all core values and principles of the United Nations. The Mechanism for the Review of Implementation of the United Nations Convention against Corruption, also called the “Implementation Review Mechanism” or “IRM” is a peer review process that assists States parties to effectively implement the Convention. The Implementation Review Mechanism operates under the guidance and oversight of the Implementation Review Group. The Group serves as a subsidiary body of the Conference of the States Parties to the Convention and is comprised of all States parties. In accordance with the Terms of Reference for the Mechanism, the selection of States parties participating in the review process in a given year of a review cycle shall be carried out by the drawing of lots at the beginning of each review cycle. The ongoing first phase of the Mechanism is comprised of two cycles, which are nearing completion. During this phase, the drawing of lots has been conducted using a manual, paper-based system. In its resolution 11/2, the Conference of the States Parties to the UN Convention against Corruption decided that reviews under the second phase of the Mechanism would commence at the eighteenth session of the Implementation Review Group in 2027 and requested the Group to draw lots to select the States Parties under review and the reviewing States Parties at the beginning of each review cycle, at an intersessional meeting of the Implementation Review Group. The possibility of replacing the manual, paper-based system with an electronic system during the second phase of the IRM has been discussed during sessions of the Implementation Review Group since 2024. During the discussions, reference was made to the electronic system developed to conduct the drawing of lots in the framework of the Mechanism to Review the Implementation of the UN Convention against Transnational Organized Crime and the Protocols thereto. Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in the fields of econometrics, economics, information management, data science, computer science, statistics, mathematics or related field is required. A first level university degree or equivalent academic education, professional training with certification from a recognized international/national training institution, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree; At least 5 years of progressively responsible experience in the field of research experience in statistics, logic, mathematics or computer science is required Experience in developing drawing of lots software that is similar to the software developed for the Mechanism to Review the Implementation of the UN Convention against Transnational Organized Crime and the Protocols thereto, is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage
